I have an important question as i am planning to visit a friend of mine in Bucharest.

I do have a "permanent" residence permit from Bulgaria and carry a Turkish passport...Would like to visit a friend of mine in Bucharestand as far as i searched, i found 2 different information..

1 says, YES i can enter Romania with my Bulagarian residence permit to Romania
and
2 say NO i can not enter and i need either a Schengen visa or a Romanian visa...

Which one applies for me?
