The case endings are difficult, and I think this puts a lot of people off. A lot of the books just try to get you to learn the case endings for the nouns throgh lists and it's a demoralising and endless tasks. It's far better to just pick them up as you go along. Even most Romanians make mistakes with them, and you'll rarely make a mistake which leads to failed communication. I know what you mean about people switching to English and not letting you practice. I can understand a lot when reading, the gist when listening to people, but i struggle and am slow when trying to say anything other than a basic phrase. Speaking is the hardest thing. If you are forced to speak Romanian everyday i'd say you can become near fluent in a couple of years, but since so many people speak English, and like you said if your partner is local, then obviously it's harder to get the practice. It does read a bit like an advert, yu're right. I suspect at least he gets a little advertising revenue from his 'advertorial'. On another page he says he's been there for seven years yet can't speak Romanian. Not sure about you, but I was able to pretty much handle any situation I wanted in Romanian after about 3 years here.
